The 2026 Annual Meeting of the South Park Business Improvement District (SPBID) was held on October 21 at ASU on Broadway at 11th Street. Initiatives highlighted at the annual meeting include a camera project, 11th Street pedestrian mall, and the BID renewal initiative and strategic plan.
Public-Private Camera Network Program
SafeCity Connect has a contract with SPBID to link public-facing cameras to a monitoring system that provides evidence for prosecution, a trail for locating criminals or lost persons, and help with on-going crimes in progress. A test area will be determined before final approval is granted. The cameras are not monitored in real time for criminal activities or deployment of security/police personnel. In the future, AI might be an option to review camera footage and alert personnel to suspicious activities for real-time monitoring and dispatch. Nolan Marshall, President and CEO of the BID, said the BID would be contacting businesses and residential buildings with existing cameras about joining the network.
Re-Image 11th Street
The concept of an 11th Street Pedestrian Promenade was featured in a video at the annual meeting. Funding is not yet available for the proposed project. The idea is to make 11th Street a place for people to sit, play, and live, instead of a street for automobiles and other vehicles. It would encourage visitors from L.A. Live and Crypto.com to easily wander into the South Park neighborhood. The prioritization for 11th Street would be people, but accommodations would be made for cars needing access to parking garages.
BID Renewal Process
Background - Under California law, BIDs are established with an expiration date. To continue the BID and its funding, a renewal process which culminates with City Council approval must be undertaken.
The renewal process guarantees that the assessment is not permanent and requires reaffirmation from property owners to continue to assess themselves. The renewal offers the opportunity to update and prepare for the future, and it serves as a public audit and performance review before the City Council.
The South Park BID was last renewed in 2022 (with an expiration date of 2029). Since that time the neighborhood has exploded with new residential developments, more people living in South Park, and more changes on the horizon with the L.A. Convention Center expansion bringing more visitors to the South Park neighborhood.
Current Renewal - The South Park BID has begun the renewal process. The current plan is to complete the process in January 2029 when the renewal would be voted on by the City Council with an expiration date in ten years (2039) versus the current seven-year term.
The renewal process began in November 2026 with the formation of a Steering Committee. The following timeline was shared at the annual meeting.
March 2027 – decide all management plan elements
April 2027 – Submit management plan and engineer’s report to the city for approval
June 2027 – Petition drive begins – all property owners can vote on the renewalNovember 2027 – Petition drive concludes – needing 50% approval
January 2028 – City Council accepts petition, sets hearing date, initiates ballot process
March 2028 – Public hearing, tabulate ballots, establishment ordinance
July 2028 – Submit assessment roll to the County Assessor
January 2029 – new BID term begins, if approved.
The strategic plan for the BID renewal is:
1. Increase clean and safe.
2. Create beautiful streets, sidewalks, and parks, and prioritize pedestrian corridors.
3. Expand organizational capacity to implement new economic development strategies to attract investment and reduce vacancy.
4. Add staff and technical resources to increase awareness of the Social District’s brand and identity, telling the story of the neighborhood strategically and relentlessly.
5. Support downtown-wide BID advocacy organization and other collaborative projects to increase the political effectiveness of downtown BIDs – downtown development plan.
